How MPRS Uses NVIDIA AI to Resolve Legal Cases in Minutes Instead of Months

Brazil’s justice system is under extraordinary strain. With over 82 million pending legal cases nationwide as of late 2023, and Rio Grande do Sul alone archiving roughly 60,000 police inquiries each year, the Public Ministry of Rio Grande do Sul (MPRS) faces a caseload that stretches the limits of conventional legal process. The MPRS also handles approximately 39,000 public service requests annually, a number that continues to grow as citizens increasingly exercise their legal rights. Investigators, prosecutors, and analysts were spending inordinate time on routine document searches and archiving tasks that demanded both legal expertise and database fluency.

The core bottleneck was twofold. First, investigators needed to query a massive and continuously growing database of legal records using precise legal language, but the system offered no natural-language interface, forcing users to construct exact queries or risk missing relevant documents. Second, the archiving of police inquiry decisions—while routine in form—required analysis of complex judicial documents that varied widely in structure and terminology. Citizens seeking access to justice records faced an even steeper barrier: navigating a bureaucratic system that was designed for legal professionals, not the general public.

WideLabs designed the Justice Intelligence platform for MPRS, built entirely on NVIDIA AI Enterprise with local sovereignty as a foundational requirement. The platform comprises three AI agents. The TORI Investigation Assistant uses NVIDIA NeMo Retriever for embedding, reranking, and hybrid search within a RAG pipeline deployed as NVIDIA NIM microservices, enabling natural-language queries against the full legal database while NVIDIA NeMo Guardrails ensure consistent, deterministic responses. The Archiving Intelligence Assistant (AIA) applies advanced NLP to police inquiry documents, generating plain-language explanations of archiving decisions and supporting interactive Q&A. The Citizen Access Agent (VERA) serves the general public with secure case routing, document management, and appointment scheduling, with NVIDIA NeMo Guardrails governing compliance and safety across all interactions. The system reached full production in January 2025.

The impact has been immediate and quantifiable. Legal procedures and investigations that previously took months or years can now be resolved or significantly advanced in less than a day. The system identifies inconsistencies in large databases in minutes. The platform serves all 8 million citizens of Rio Grande do Sul across 497 municipalities, with special design attention given to victims, low-income individuals, and those with limited formal education. The National Council of the Public Ministry (CNMP) has taken notice, with MPRS presenting the platform as a potential national model.

The project represents a broader shift in how AI can be applied to public administration. By maintaining sovereign AI principles—keeping all data and models under local control rather than relying on external cloud providers—MPRS has built a template for government AI adoption that prioritizes both efficiency and data sovereignty. Deputy attorney general João Cláudio Pizzato Sidou frames it as a transformation of the state’s fundamental role: the fight against corruption becomes more immediate, and the protection of citizens’ rights can reach populations historically underserved by the justice system.
